Short answer
Most Witney homes date from after 1945, so extensions, loft conversions and garage conversions are common jobs. Parts of the town near the River Windrush flooded in 2007, which affects floor levels in new extensions there. West Oxfordshire District Council handles planning, building control and the Witney and Cogges conservation area.

What kind of homes do Witney builders work on?
Mostly homes from the second half of the 20th century. In the Witney West area, 49.6 per cent of homes on the Council Tax list were built between 1973 and 1999. Almost none date from before 1919.
In Witney East, 36.4 per cent date from 1973 to 1999. Witney Central is the most mixed, with 29.5 per cent from 1945 to 1972 and 9.5 per cent from before 1919.
A 1980s house usually has cavity walls and a simple roof. That makes a standard rear extension or a loft dormer easier to plan.
Does flood risk affect an extension in Witney?
Yes, on low ground. In July 2007, about 240 properties in Witney flooded, the Environment Agency found. About 120 were in the town centre and about 35 in West End.
For an extension of up to 250 square metres in flood zone 2 or 3, GOV.UK standing advice applies. It asks for floors at least 600 millimetres above the estimated flood level. With good certainty about that level, 300 millimetres may do.
Check your address on the GOV.UK long term flood risk service before you draw plans.
Which planning rules apply in the old centre?
The Witney and Cogges conservation area dates from 1968. Inside it, a side extension, a two-storey rear extension or new cladding needs planning permission. A roof dormer does too.
Witney is outside the Cotswolds National Landscape, so most estate houses keep the usual householder rights.
On old stone walls, the West Oxfordshire Design Guide says dense, cement-rich mortar is wrong for limestone. It stops moisture leaving the wall.
Who checks building work in Witney?
West Oxfordshire District Council runs the building control service for the town. You can choose a registered private approver instead.
The council team takes applications, books inspections at each stage and keeps a public register of applications. Planning permission and building regulations are separate, and many extensions need both.
Questions
Who handles building regulations in Witney?
West Oxfordshire District Council building control, or a registered private approver. The council also takes reports of unsafe buildings and demolition notices.
Can I convert my garage in Witney without planning permission?
Often yes, if no planning condition removes the right. Some estates have such conditions, so check the original permission. Building regulations approval is still needed.
Does this page cover Carterton?
Yes. Carterton, Ducklington, Hailey and Minster Lovell are part of the Witney hub. West Oxfordshire District Council covers them all.
