Short answer
Cirencester has two kinds of building job. In the old centre, builders work on stone houses inside four conservation areas, where lime mortar and council consent matter. On the post-war and later estates, most jobs are extensions and loft work on newer homes. Cotswold District Council handles planning and building control.

How old are Cirencester homes?
It depends on the part of town. In the Cirencester Central area, 36.2 per cent of homes on the Council Tax list date from before 1919.
The other two town areas are much younger. In Cirencester East and Stratton, 35.7 per cent of homes were built between 1945 and 1972. In Cirencester South, 37.4 per cent date from 1973 to 1999, and 16.2 per cent from the 1920s and 1930s.
So a builder on the Stratton side of town often works with cavity walls and modern blocks. A builder near the Market Place more often works with solid stone and lime.
Can I extend without planning permission in Cirencester?
Often yes, outside the conservation areas. The town centre is outside the Cotswolds National Landscape. A house there keeps the normal householder rights in Part 1 of the permitted development order.
A single-storey rear extension can then reach 3 metres on a semi or terrace, or 4 metres on a detached house. Under the prior approval scheme, these limits rise to 6 and 8 metres.
Inside the four conservation areas the rules are tighter. These are Town Centre, The Park, South, and Gloucester Street and River Walk. There, side extensions, cladding and rear extensions of more than one storey all need planning permission.
What should a builder use on old Cirencester walls?
Lime, not cement, on old stone. The Cotswold Design Code says mortars here are traditionally lime based. It says lime is most often required on listed buildings.
The same code says lime washes and renders are typical of the south of the district, and it names Cirencester. Some old walls in the town were never meant to show bare stone.
The council warns against cement plaster, cement render and injected damp-proof courses on traditional buildings. It says these can make damp worse.
Do old and new homes need different builders?
Often they do. A firm that builds block extensions on 1970s estates may have little lime work to show. Ask each firm for photos of jobs like yours.
For a stone house in the centre, ask how the firm mixes lime mortar and how it matches the colour of the stone.
Questions
Who checks building regulations in Cirencester?
Cotswold District Council building control, based in Trinity Road, or a registered private approver. The council takes full plans or a building notice.
How long does a building notice take with Cotswold District Council?
The council says work can start 48 hours after it gets a building notice. A full plans application takes about three to four weeks.
Does Cotswold District have many conservation areas?
Yes. The council says it has 144, more than any other district council in England. Check its maps before you plan an extension.
