Short answer
Stroud has many old stone and Victorian homes on steep valley sides. Two town-centre conservation areas have Article 4 directions on road-facing walls. Painswick is inside the Cotswolds National Landscape, so extension rules there are stricter. Stroud District Council handles planning, and a partnership with Gloucester City Council handles building control.

What do the Stroud Article 4 directions cover?
They remove some householder rights in the Stroud Town Centre and Stroud Top of the Town conservation areas. The council says the controls apply to elevations that face a road or public open space.
Work that is normally permitted on such a front can then need planning permission. Read the direction for your area to see which works it covers. The directions do not apply to flats or commercial buildings.
Ask a builder to check the council page before the quote. A firm that knows the rules can price the planning step too.
How do the rules differ in Painswick and Bisley?
Painswick and Bisley are inside the Cotswolds National Landscape. The centre of Stroud is not. That line changes what you can build without an application.
On National Landscape land, a roof dormer is not permitted development. Nor is any extension beyond a side wall. Stone, render or timber cladding on the outside also needs permission.
In the Painswick, Bisley and Eastcombe area, 46.7 per cent of homes on the Council Tax list date from before 1919. Only 11.4 per cent date from 2000 or later.
Do Stroud terraces need party wall notices?
Often yes. The Party Wall etc. Act 1996 covers work on a shared wall, such as cutting into it or taking out a chimney breast.
GOV.UK says you must serve notice between 2 months and a year before work starts. Your neighbour has 14 days to reply in writing. No reply starts the dispute process, and a surveyor then makes an award.
In Rodborough and Thrupp, 36.6 per cent of homes date from before 1919. Only 4.6 per cent were built in 2000 or later.
How old is the housing in Stroud town?
Older than in most of England. In the Stroud Town area, 30.5 per cent of homes on the Council Tax list date from before 1919. The England figure is 20.1 per cent.
The town also grew late in the 20th century. Some 25.9 per cent of its homes date from 1973 to 1999, and 17.8 per cent from 2000 or later.
Questions
Who handles building control in Stroud?
The Gloucestershire Building Control Partnership. Stroud District Council runs it with Gloucester City Council. You can also use a registered private approver.
Does this page cover Painswick?
Yes. Painswick is part of the Stroud hub. Stroud District Council handles planning for both, and Painswick has its own conservation area.
Can I take out a chimney breast in my Stroud terrace?
Removing a chimney from a party wall is work you must tell your neighbour about. It also needs building regulations approval for the structure above.
